Tactical Development Planning

Tactical Development Planning

Cascadia TSA
2019

Cabin was contracted by BCTS to prepare Tactical Development Plans (TDP) for the Kitnayakwa River and No Gold Project Areas using available Light Detection and Ranging (LiDAR) data as a critical linkage between strategic planning processes, used for setting direction, and operational level planning.

Development of this plan included a classification and evaluation of the entire project area in order to identify the Timber Harvesting Landbase (THLB) and to categorize the passive landbase that is currently unavailable for commercial harvest. This categorization will allow BCTS to effectively manipulate the plan should operability, merchantability, or legislative constraints and targets change. The THLB was further classified by current merchantability and divided into logical sub-units based on access, timber type, block size, harvest method and boundary placement in order to minimize the variance between the TDP and future operational plans and development. Road systems and deflection limitations were analyzed for each sub unit and a full economic analysis was completed based on field verification of timber value, current market conditions, and calculated delivered log cost.
